My advice is to drop the requirement that you have it for her birthday, and start working with one of the vendors to find you a really good SI2 or even I1. They are out there, but they are rare. And they turn up whenever they turn up, but probably not in time to meet your deadline.
Most "eyeclean" SI2s will be snatched up by a vendor to sell as an in-house diamond. The SI2 and I1 on the "virtual list" will most likely not be eyeclean. And then you / she have to decide just how much visible inclusion you can tolerate. Those diamonds are more difficult and time consuming to buy online because if it has an eye-visible inclusion (or more than 1) it's in the has-to-be-seen category.
It's far easier to buy an SI1 or up online. They are more likely to be eyeclean. But, a 1ct SI is going to be over your budget.
Drop down to warm colors like L or M, and maybe you can get 1ct within budget. But those are a) pale yellows, and b) very rare in modern H&A cut. Personally, I think they are beautiful colors. But I also like SI2 and I1 diamonds, lol.
