Who knows? It is sufficient that the police have investigated and have released him without charge.

It's also a place where there are a ton of pedestrians in a highly populated area as well as having quite a lot of motor vehicles. It's perfectly possible for a driver to lose control of a vehicle and there to be an impact on surrounding traffic and pedestrians without it being a purposeful mowing down incident.
