I don't know the cut. Vs1 normally assumed eye clean. Which one?
 
Without any details (such as cut, which you mentioned) there isn't a way to make an informed decision between those two.

However, if it were just an academic exercise, VVS2 is overkill on clarity for most folks. VS1 is still very safe. Many educated buyers stay around VS2 or SI1. :read:
 
If you don't know anything about the cut, you really have no idea which stone is better. Have you seen them in person? Do you have pictures? Certainly if there were twin stones, I'd choose an L VS1 over an M VVS2, no contest. Both clarities are extremely clean, but color starts showing a lot in this range. However, since the stones are probably not identical in cut, you'd choose the stone that is the most beautiful and well cut regardless of color and clarity since these are very close specs.
 
Ditto Sir Guy. Generally, gaining 0.3 ct and higher color would be the better bet, all else being equal. But we don't know if all else is equal - for example, we don't know anything about the cut, and we don't know what labs (if any) certed each stone. You should get inclusion plots for each stone and verify that the VS1 stone is still eye-clean, however. I have a diamond graded by a well-known appraiser graded as VS1, that has a black crystal in it... not what most people expect of a VS1 stone.
