The rules for qualifying as foster parents are very strict, I know they don''t let you have alcohol in the house, so I don''t see that smoking would be any different.

I grew up in a home where my father chain-smoked. I would have absolutely loved it to have been illegal for him to smoke around me. Bring it on, I say.
