I work in NYC public schools, my students are of mixed backgrounds. We are carefully instructed to simply say "Happy Holidays" or, "enjoy the winter recess". We do not mention specific holidays unless our students themselves bring them up. The students are never penalized for any questions or greetings that are made.
I myself am an atheist, FWIW I do not take offense when people wish me a "merry" or "happy" anything, I just say thank you and return the sentiment. I'm pretty satisfied with the way we handle the holidays in school.
