Refund - when an item is sent out, or on receipt?

Any thought on this one? Price and size are right for me but I'm not sure about the quality.

Is it vintage or modern? The engraving/milgrain look nice and crisp, which is a good sign ... and the faceting looks absolutely lovely. The only thing that would give me pause is that it looks like they've amped up the contrast in the pics to make the blue look exceptionally vibrant, and it's confusing the issue of zoning. I *think* I'm seeing it, but once you mess with an image, who can tell? If they have a decent return policy it might be worth it, though. How are *you* feeling about it?

It is vintage but date unknown. I really appreciate your feedback. It's actually local to me so I'm going to go take a peek. My hesitation is that I've already spent this years bling budget! But it's pretty close to 2013 really...

I'll report back after I see it. Hopefully I'll be saying "J'adore le frenchies!"
