Proof of single status

Fellow PSers, please enlighten me.

To get married in Europe, FI needs some kind of official document from his home country stating that he's not already married. It's called proof of single status, certificate of no prior marriage, etc. Does anybody know how a California native could get a hold of something like that?
 
Would tax documents suffice?
 
I don't think so, but in any case he's been working for less than 6 months so he doesn't have any tax records yet.
 
I'd ask the US embassy in the European country you are getting married in.
 
I would have him contact the County Clerk in whatever county he is "domiciled" in (i.e. wherever his last permanent address was prior to moving abroad). They are the ones who record births, deaths, marriages, etc., so I'd think they would be able to direct you to the right place.
