It also varies throughout the day.
Right now mine is faster than it was a few hours ago when it was 13 ms, 19.3 Mbps, and 4.85 Mbps.
Lower numbers are better for the first number but higher numbers are better for the other two.

eta: Thought I should mention that my internet service is a business account. Also, the ping speed just tells you how long it takes your computer to connect to the test server.
