i'll try to explain it in diamond term...
imagine you had a GIA VS2 stone. you then resubmit the stone to GIA lab for grading and it the came back a VVS2
... i have this proof 64 1903 half dollar sitting in the safety deposit box since 1994,so last year i decided to crack it out of its old holder and resubmit it to PCGS lab for grading,it came back as a proof 66..
i knew it was a nice proof 64 coin,so i was expecting/hoping for the coin to come back as a proof 65 grade, but a proof 66?? two grade higher?..
now for the bad news...i paid $4850 (the market price) for this coin in 1994.had i done this in 1994 the coin would have fetched $10k,but in today's market it only worth about $4500..
..the first pic was before the upgrade (PR 64) and the second pic was after it was upgraded to a (PR 66)
