Some people should not be allowed to have animals.
Let me preface by saying that I live in a very dog friendly town. You can take your dog into most any retail establishment with you and no one bats an eye.

Last week, it was 100 degrees in my town.
Oppressively hot with blazing sun.
I pulled into a space in a shopping plaza.
In the car facing mine, there was a dog jumping around in the car. A Cavalier King Charles Spaniel.
The front windows were down about 2 inches. I approached the car, and the poor little dog was jumpy and agitated, sticking his nose through the window gap.

I grabbed a large piece of paper and Sharpie marker from my car and wrote a very nasty note saying I will call the police if they don't return in 20 minutes!

I taped this paper to the driver's side window.
I rushed into one of the stores, and made a quick purchase.
When I came out, the car was backing out and my very large note was no longer taped to the window. I hope they were embarrassed and worried that the cops were on their way!

I bet that bonehead driver thinks twice before leaving their innocent dog in a hot car in the future!

Good for you. Not sure about your local laws but here leaving a dog in a car in a hot day is a civil violation and can also result in criminal prosecution. So many animals die because they are left in hot cars. It’s horrible.

A French bulldog died recently in Milford, CT due to being left in a hot car for nearly 30 minutes. It doesn't take long for heat stroke to occur.
There was a second dog but it survived. The owner was charged with cruelty to animals (a criminal offense).
