Is COVID care covered by the CARES Act?

Does anyone know? My sister has COVID and does not have health insurance. I am concerned that she may hold off on getting care if she needs it based on potential medical bills. We are in Southern CA.

My husband & I have not received a bill for his urgent care visits or his oxygen from mid December.
