LOL I watched an interview with the queen on CNN en Español on micro finance last week when she was wearing this one and I thought that's so very Maxima and very suitable for CNN en Español. Must admit it looks better when she's standing up. Are these new earrings (new as of 2019)? I don't remember them.

BTW, I believe we can speak about a nod to family history in Maxima's choice of jewels/tiara, as Queen Emma (the orriginal owner of the tiara) wore it at the inauguration of her daughter and was the first non-Queen-Regnatn to sit on the dais. The diamond stars tiara was created by taking the base of the pearl button tiara (yet to be worn by Máxima) and adding some diamond stars from the Orange-Nassau collection to it. Máxima wore it three times so far:-Her own wedding (February 2002)-The wedding of princess Märtha-Louise of Norway and Ari Behn (May 2002)

I'm affraid that little is known about the jewels of the Thai royal family. Basicly what is known is that some jewels have been in the family for the past century (the historically important jewels come from Queen Saovabha Phongsri [the fringe tiara/necklace, the diamond rivieres]), while others (most?) have been aqured for Queen Sirikit and other family members.
