On a chilly night, buy some great Hot cocoa and go out to see Christmas lights then go to the movies. Arrange for a local movie theater to play a video tape of you before the feature, telling her how much she means to you and asking if she’ll marry you. In front of hundreds of adoring fans, present her with the diamond.
Spell "will you marry me" in Christams lights n the ground, then plan a dinner or something special, when ready plug the lights in and have your love one look out the window or balcony (2nd story is a better view)
Take her to a local theme park (Disney, Seaworld, Sixflags) for christmas. Set up a special spot in the park for the big question, buy a bottle of sparkling wine and picnic in a grassy spot. Or even go all the way to having a big micky mouse be part of it, if in a water park or aquarium go to the large tunnle where the fish and sealife are swimming all around and as her there.
If she wakes up each morning to the clock radio, arrange for her to have a day off work without her knowing, but rather than her usual radio station, make a CD with your proposal when she wakes up in the morning, (but let her sleep in a little.) Try to be at her door (or beside her) when she hears your proposal, and have the diamond in hand (or already on her finger) prepare or cater in breakfast. Make sure her bedroom is decorated with rose petels, balloons, candles, and dozens n dozens of roses.
Make a present of “sort-of-real” mementos of all your best dates. For example, a swizzle stick, a movie stub, etc. At the bottom of the box place the engagement ring.
Wrap the ring box inside successively bigger boxes so that your sweetheart will think the present is very large. As each layer is opened, the laughs will grow. Get down on one knee right as the last box is opened.

At one of the fancy hotels that leaves chocolates or mints on the pillow each morning -- Sneak back after she leaves the room for breakfast, make the bed, put out the "Do not disturb" sign. Leave the diamond in a special box on the pillow in place of the mints so she finds it when you get back.
On Christmas eve, present your love with three roses: Tell her one represents the past, one represents the present, and the last one (with the ring tied to it) represents the future.
On or before Christmas make reservations, and take her to a private dining room in a very exclusive restaurant.
When all else fail just take her on a romantic christmas break to Paris.
