Obama Tax Plan: Net or Gross? Does Anyone Know?

When Obama says he will increase the tax bracket to 39% for married couples earning > $250,000 a year, is that adjusted gross income or flat salary?

Any clarity on the FACTS of this is much aprpeciated. I am not looking for people''s opinions on him (we have enough threads on that stuff), just what his tax plan will mean for people in the above bracket.

Wall Street Journal says adjusted gross income prior to deductions but after adjustments.
