New PS Avatars

I just did a search on this - but didn''t find anything recent. I''ve been noticing that everyone around here seems to have these pretty new avatars with a pic and their screen name. What''s the secret? What program is everyone using to do that? If there is a thread, can someone direct me to it? Thanks!!
