I would agree, you can do better. Wf has .50 RSTG for 645. I can assure you the stones will be much better quality than the BN ones. These are not upgradable though.

James Allen has 1/2 carat (minimum) total weight H/I colour, SI clarity, 18K gold for $590. Those are in white gold but you could easily check with them if yellow gold is the same price if it''s yellow gold that she wants.

Those appear to be in your budget, less expensive than the Ready Set Go White Flash collection and James Allen has a very good reputation on these boards. I lust over these earrings...in case you couldn''t tell!
