Honest Jeweler in Philippines (Metro Manila)

Dear Diamond Gurus,

I'm a woman.. proposing to my lady love this coming July 2012..
I searched high and low in the net trying to find a jeweler that I can trust but efforts proved futile.
All the trusted seller are either online or in the US.
I checked customs fee and taxes and it seems that a Round G VVS1 0.20 white diamond will cost 558 USD in total if ill have it shipped from US online store to here. original cost is 476 including shipping and insurance.

I just want a 2mm band bezel setting for the .20ct diamond.. like this:

one local jeweler quoted this ring setting and diamond for a total of 1,046 USD for 14K white gold band F VVS1 .20ct
but they will not give me the GIA report no. they want me to make a 30% deposit first before they actually give the report no.
so there will be no way for me to know if the diamond they are selling is ok since there's a lot more things than just color and clarity right?
they have 20 days leadtime to finish.. my deadline is fast approaching..

so please help me guys.. ive been having sleepless nights already..

The Suarez jeweler provided me the GIA Report Nos. with corresponding price:

Are these good stones? my GF doesn't want a big rock so i limited my choices to .20ct.
I initially thought that color and clarity plays a good role in the quality of the diamond so i asked for these specs.
But from what I read from here, the cut is more important.. so im willing to downgrade the clarity and color as long as the fire will still be gorgeous..
