I doubt you will find anyone locally for such a service. You might ask at Evolution on Spring st where they have their stuff polished. You may do better getting yourself a pock polisher and learning to do it for yourself.

It is illegal to take any stones out of the parks in NYC.

I am wondering how delicate rings survive modern lifestyles. The gold weight in this ring is 7.96 grams, and I think it is just the right dimensions for stability. I see that so many rings are only around 2 grams including the stones! are rings in lower karatage so much stronger?

Since you can't see the inclusion from the front it wouldn't bother me. However, I can't see into the stone really at all from the front, and the photo looks to have been very strongly lit. I would send it back for that alone.
