Was he raised in a culture that perhaps puts no importance on or does not exchange rings?

Or maybe he thinks a wedding band at the time of the actual wedding is enough?

I'd hope she'd know him well enough that she would know the answers to those questions before he proposed. I think there's one of two things going on here. Either he's got something planned or since she's never really broached the subject, he thinks it's not that important.
