I was informed that recutting an old european cut diamond could increase the value of my diamond. Can viewing the GIA certificate online

First, define value.

Certain stones do become easier to sell with a recut but for individual sellers the difference is usually less than the cost of service.

Some people, most people actually, like modern cuts better. That is to say, the stone may be more desirable to you if it's worked on. If that's not a good definition of value I don't know what is.

Recutting is a complicated and slightly risky sort of business and for consumers it's usually a bad deal, especially if the objective is preparing the stone for resale. If you're making a stone so that YOU will like it better, go for it. If you're repairing damage, go for it. Otherwise I would probably avoid this path.
