Its got a reserve price so it won't be sold at 99cents. I'm sure that reserve is in the hundreds somewhere. Its common practice on ebay. as it can keep seller costs down on some items. And yes even ebay encourages such.

As for the emerald, I don't doubt its treated with g-d only knows what. You could probably ask for a lab report though I kinda doubt you'd get one?
