There are others who know more about this than I do, but from what I understand the answer is no...all diamonds that are considered ideal do not exhibit the hearts and arrow pattern.

Diamonds that exhibit the hearts and arrow pattern may be branded or not. Some branded stones are "Hearts on Fire," "A Cut Above," and "SuperbCert." Some vendors such as Good Old Gold sell diamonds with the hearts and arrow pattern but they do not have a "brand" name to them.

It is for certain that NOT all stones that are considered ideal cut would contain the H&A pattern.

In order for a stone to be considered H&A the arrows and points must be 'perfect'. While a lot of ideal cut stones will display at least some resemblance of the H&A pattern, in order for it to be considered a true H&A the pattern must be very defined with pointed points and rounded hearts etc.
