Even from an out of focus photo, no, it's not genuine.
These Cartier bracelets in 18kt gold are thousands of dollars, even second hand. If you aren't buying from Cartier or a very reputable vendor who can authenticate it as Cartier, you might be ripped off. There are plenty of replicas around ie still real gold but not Cartier and even more fakes, usually of Asian origin.
