From what I read, the diamond is shallow. I saw a few pics of it, it looks pretty but how much can you really tell from the internet? I am just getting ideas at this point. I want to buy a diamond to put into a pendant.

The price is $5500

Yes it is a shallow one....
BUT, I have seen some pretty amazing shallow straight edged step-cuts in my years in this industry...
70% table is my biggest problem!

Allthough your eyes are the best judge and you must compare to other E/C''s.
An image could help...

All well polished diamonds are highly reflective and have their moment when they might look bright and interesting, HOWEVER, no faceted diamond of any known, standard shape, will be at, over even near, the best potential for its outline, shape, at a 50% depth.

The price asked should dramatically be evidence of the market value of the diamond. You may love it, but it will be much more watery than brilliant and sparkly under most lighting conditions. I personally love rose cut diamonds, but I sure don''t like them for their brilliancy, sparkle or total light return. They have their own, subtle beauty, but are far from the norm.

That one isnt close too what it would have too be.

The trick is in the division between pavilion and crown height combining the right facet angles.

The shallowest asscher iv designed that showed promise is around 48% someday I would like to have one cut.
You are 100% right about the angle combos.
The first set from the girdle c&p in relation to each other are absolutely critical then the angle of the bottom pavilion set is the next most critical.
Either off will trash an otherwise nice stone.
Where I see the most problems is going too steep on the first and second pavilion set then too shallow on the 3rd in shallow ec/se.
That keeps the max weight but kills performance.
