It's a freshwater pearl set in sterling sliver. Value about $20-$40
To get the tarnish off, use a silver polishing cloth or rub gently with a bit of toothpaste using your finger, then rinse. Don't use Tarn-X, it will damage the pearl. It will be beautiful once it is cleaned!
Here is a similar one from Etsy, selling for $37.

It's an undrilled stick pearl set into a bezel on a one size fits all shank. They were a common eBay/holiday gift shop sort of item maybe 15 or even 20 years ago. Sticks like that were the first 'other' sorts of pearls (after oval 'rice crispies) to come from Chinese farmers as the cultivation of freshwater pearls got going there. You may have freshwater cultured history there!
Be careful because that small gap can really pinch the skin on your finger!
A quick rub with a silver polish cloth will get the metal back.
