Strong Blue does not look Cloudy or Oily to me, however I am going to bring it to a professional for a 2nd look.

What do you think on the surface?
 
The price is highly realistic and competitive. HOWEVER, there are a lot fewer buyers willing to go for a strongly fluorescent diamond. You are about to buy into a relatively illiquid stone that would be a difficult one to re-sell later.... You must ask yourself NOW if this is "the one" for you to buy.

I would suggest you examine the diamond in strong daylight, sunlight outside, to be sure about the effect of the "strong blue".
 
Are Strong Blue diamonds in I (Higher Colors) still selling at a discount? Is this the reason why I am getting approximately 30% off rap sheets? Maybe I should be asking for more off? I have been having trouble finding a good stone between 2.25 to 2.50 ct between the $13,000 I am spending and the $17,000 within my budget. I was originally looking at H or G colors with no Flourescense, however the discount was not there? Every time I think I have the stone, something comes up and I get more and more confused!!
 
I'd 2nd Dave's advice and compare this to stones with none or faint fluorescence. Strong fluorescence in and of itself is not a bad thing as long as it doesn't affect the transparency and quite the contrary adds value to I, J and K colors. It is not discounted unless it affects transparency or beauty. Plus you have no crown/pavilion data so it's impossible to say how brilliant or not the stone is. Believe me ... when a diamond is selling for 30% below list (to the public no less) there is a darn good reason. Don't drop your hard earned money without getting all the facts and making the comparisons.

I think you are right, and that is the reason why I am bringing it to an independent appraiser. Me (layman) looking at the stone, it looks very brilliant, however I do not know enough about the stone industry and what the diamond should look like (brilliant Wise). My only hope is that the appraiser in which I choose has the capability to measure crown and pavillion, so that I can see what the HCA score comes in at.

But it sounds to me that if the stone comes up clear and the pavillion and crown percentages are ok, the stone is worth buying. It certainly appealed to my eye.
 
Woould you know of a good independent appraiser to take a look at this stone in the NY NJ area

I received an independent appraisal and the diamond came back J color, with Very Strong Blue, and a Very Thin Girdle to Med. He rated it a 1B cut which is American Ideal. Overall he thought the stone had a lot of brillance. The vendor lowered the price to $12,500. What do you think?
I am confused!!!! Do you think it is worth it, or should I keep looking?
