Turquoise does not tarnish or rust, but it can change color because it is porous.
I think I see a little brownish color on the back. Maybe this is reconstituted/treated turquoise that has discolored due to age? Hard to say!
It certainly looks original to me. Maybe 1920's-40s?

The brown spots on back could just be matrix stone, which would indicate - I think - that the stone is not reconstituted. Either way you have a lovely piece there, and probably a nice bargain to boot!
