Could be Scottish agate - popular style of jewelry from Scotland after Queen Victoria was gifted Balmoral Castle as she reignited a love for Scotland and its culture. Usually agate or granite stones, sometimes citrine and amethyst and typically set in silver.

The anchor would lead me to believe the piece is hallmarked in Birmingham. Here is a link with an image of some of the date marks, so you find the E that matches best (whether it's capital or lowercase, and the difference in font as well).


This site lists a GFW as GF Westwood & Sons but the font doesn't seem to quite match. Still could be a possibility depending on the dating of the hallmark. https://www.silvercollection.it/englishsilvermarksXG2.html
