I need shoe help!

I will be wearing flats for my reception as I have foot issues and too much time in even the comfiest of heels kills my feet...yet I want to wear heels for the actual wedding and pictures. My seamstress said that we should hem my dress to the flats. I've found some heels I want to wear but they are 3.5 inches. If my dress is hemmed to flat length will it look too short with 3.5 in heels?
 
Is there a way that she can do the bustle so that you keep the length covering the heels when the dress is down, but then when it is bustled, it gets shorter so that the dress doesn't touch the ground in flats?
 
hi there! i'm not a bride to be anymore, but wanted to chime.

i think sonnyjane's idea would be a great solution. if you can't do that, i think it's better to have the dress hemmed for the high heels - that way the pictures will look great - and you'll have those pictures for a long time :) another idea if you like the comfort of flats is flip flop wedges - i attended a wedding recently where the bride wore those - looked great.
 
Thanks for the suggestions. I am meeting with the seamstress at the end of the month and will ask her about the bustle idea...and I think it's a good one. I was asking because I was afraid to keep the heels if they didn't work out but when I read the return policy I see I have a year to return. Thank you Zappos!
