Resizing of engagement ring?

Does anyone know if the engagement ring can be resized from a size 9 to a size 6.5? Someone is selling it and I am thinking of purchasing it. Thanks.

Hopless photo! Would need to see a side profile to make any guess or judgement.
Diamonds do not look crash hot!
