Rate this 1.5 carat diamond!

FIRST POST! Been lurking and studying for several weeks!

So down to business! Is this a good deal? Found it at a B&M named Derco's in San Francisco. Priced at $19,800 but I haggled them down to $18,900:

GIA Cert, 1.52 Carat, F, VS2, Ex/ex/ex cut, no flour.

Additional clouds are not shown. (???? Is this a problem at VS2 level?)
Additional Inscription: H&A (It looked like an H&A under the scope)

Depth: 61.6%
Crown Angle: 35.0%
Pavilion Angle: 41.0%

HCA Score: 2.3

Looked beautiful in person, even through a scope. Definitely eye-clean. A bit worried about the aforementioned clouds, the HCA score above 2, and wondering about the H&A inscription.

I am definitely set on an F or higher, I am quite color sensitive. I also notice inclusions in SI1s, especially once I know where they are, so I'd prefer to stay in the VS2 or higher.

I actually wrote out a whole bunch more detail, proofread it, etc., and then my computer battery died w/o hibernating.

My budget is $20k, by the way. I am definitely open to looking at a different diamond.
