Question about Russian gold hallmarks

So I purchased a watch that was ostensibly made for the Russian market pre-1917 (thread is https://www.pricescope.com/communit...-watch-question.149857/#post-2716196#p2716196). On the watch band there are some hallmarks that I can't really identify and I was wondering if some of our experts could chime in. I've searched the web but most informational sites circle back to http://www.silvercollection.it/russiansilverhallmark.html which is all about silver hallmarks so I don't know if that information translates exactly to gold.

From what I've read, the right facing lady with 56 to her right indicates 14k gold made between 1908-1917. The mark to her left (in my pic looks like a 3 on it's back) is supposed to indicate the city but it doesn't look like any of the city marks listed on the above website. I've found no mention of any marks to the right of the 56 but there's one on my band which kind of looks like an 8 with part of the to missing. I'm guessing the mark far to the right is the maker's mark but I don't know.

If anyone has info or theories, I'd be interested in hearing them.
