Size is obviously the key factor here, I am only considering the Si1 due to the difference in size ?
but is it worthit to get strong blue fluorescence and these inclusions?

I am going to recommend that you go back to square one. The measurements on the first stone are not good, and the second one doesn't look great in cut and probably is not eyeclean. Fluorescence is usually okay in stones with good clarity. You omitted two important numbers, crown angle and pavilion angle.

Stick within these parameters for GIA Excellent cut stones to have better chance of getting a well cut stone:

Table: 54-58

Depth: 60-62.3

Crown angle: 34-35.0 (up to 35.5 may work with a 40.6 pavilion angle)

Pavilion angle: 40.6-40.9
