Paypal not releasing funds bc they have technical difficulties?

I sold my first item using PayPal recently. It was on eBay so they hold funds for a short time which is understandable. The release date for the funds was 5/12 but the funds were not released. I called customer support on 5/17 and was told there was a technical problem, multiple funds weren't released and the problem would be corrected in 24hrs. Still no funds as of 5/19 so I called again and got the same answer that they are having technology problems and the funds will be released in 24hrs.

Has anyone else experienced this? Is this how PayPal usually operates? Thanks.
