Newbie question: Depth Percentage Too High?

Is it true that a round stone should be considered poorly proportioned if its total depth percentage is higher than 61%?

I''m looking at a visibly brilliant 1.14ct round with the following report, and my only concern is the depth--am I right to question the jeweler''s description of the stone as an "Ideal (Tolkowsky)" cut?

1.14 ct, G, VS2
6.67 - 6.63 X 4.20 mm
Depth: 63.2%
Table: 56%
Crown: 14%
Pavilion: 44%
Girdle: Medium to Sl. Thick Faceted
Culet: None
Polish: Good
Symmetry: Good to Very Good
Fluor: Very faint blue
 
Not sure that beyond 61 is a problem, per se, but I think that beyond 63,is.

this stone looks a little deep.i don't think this stone is in the AGS ideal range.my wife's 1.15 ct 6.80 x 6.82 x 4.14 mm with a total depth of 60.9%.
 
If you run the numbers through HCA it says pavillion too deep......
