AfricaGems is actually one of the more expensive vendors but they also boast a generous inventory. Blue topaz is an inexpensive stone so the price you see isn't surprising. Note that the two links show a generic or stock picture so do ask that he selects the nicest topaz out of the parcel for you.

Also, keep an eye on John's site. His cutting is insane - which helps topaz come alive - and he always has a nice inventory. You may want to email him to see what he has in smaller sizes.

If you want untreated (unheated, unradiated) blue Topaz, you may want to check with Doug Menadue at Bespoke Gems (in Australia) - http://www.bespoke-gems.com/SacredGeometrics_Gemstones_QuickList_Available_Rough.php#Topaz - his blue Topaz faceted stone inventory currently only shows larger (and more expensive) stones, but he has natural untreated blue Topaz rough available. I'd suggest shooting him an email to see if the rough could yield a 5-6mm blue Topaz and estimated price...

No one is going to do an exotic cut that can take 4 to 8 hours on a 1 ct topaz. Sky blue topaz should sell $10 to $30 per ct. It wouldn't make sense to spend 5 hours on a stone to sell for $20.

I'd go with Jeff Davies -- his cutting is great and he often has lighter blue topaz on his ebay auctions, even if there's nothing you like up now. He sells at competitive prices. Judge his gems from the videos and not from the pics though.

I wouldn't take the time to custom-cut a treated blue Topaz; but a natural blue Topaz would be worth a cut for many reasons.
