Need help identifying! Victorian necklace?

I just picked this up at a auction. The auctioneer said that it was a Victorian neck piece from the late 1800’s. Can anyone help me identify it and does anyone know the value? Thanks!
 
Can you show the backs of these pieces?
 
The two parts don’t seem to go together but I have no idea what they originally were. The top part would be more like Art Nouveau ie 1910 - 1920 due to the Fleur de Lis shape. The bottom section, with 3 ladies ?, it has four drill holes so that’s unusual. It looks as if the 3 ladies section has been attached to the plaque part with the four holes That piece might be hallmarked underneath?
But I can’t see any hallmarks on the pieces? Silver should be hallmarked - if old English type it will definitely have a series of marks from which you can date the piece. Without such marks it’s anyone’s guess as to the real age.
Value, if base metal, ie silver plate / nickel with no marks indicating real age or maker, a few dollars I’d guess. If sterling silver, around $50 - $75 the two pieces.
