Lazer inscripted / numbered diamonds

Can anyone tell me if diamonds that are lazer inscripted with a registration or indentification number are actually recorded and tracked?
I know that the numbers can be useful in identifying your own property or if stolen and recovered. But does anyone actually cross reference this information?

Some diamonds are inscribed with their cert numbers, but the inscription is very shallow and a good thief can polish it off (losing a small amount of weight, but can be done).

Even the ones that are inscribed are not tracked, however. The inscription is like a shorthand for matching the diamond to it's certificate, not for matching the diamond to its owner.
