Disturbing. I don't think that fining him is the way to go, can't get blood from a stone so if he has nothing then what good is that?

How about if he is ordered by a court to attend an assembly at a school where people (including children) who have been subjected to racism speak about how it made them feel. There has to be a human element, sometimes it does bring about change.
