Is this considered pave or prong-set?

I have spoken to one jeweler who referred to this as pave, and another that referred to it as prong set. I was wondering which is the correct term?

Pave because the metal is drilled, then the metal folded over as prongs to hold the melee down.

Would you distrust a jewellery designer who called this prong set? He does the designing, and not the manufacturing, but I still find it a little unnerving.
