I voted "no." I cringed at the delivery of that guy--John Wayne? I'm not very familiar with him, have never watched one of his films. But I felt what he did was not intentionally malicious. I guess I define "bullying" as someone who deliberately tries to hurt someone and has malicious intent as a reason. I think what was demonstrated in that clip from the movie was the protagonist trying to actually help the child, so I feel ok with it, although it was tough to watch.

I'm not sure there is a right or wrong answer. Like most things in life.
