Is an extremely perfectly cut (non sloppy) diamond = H&A pattern?

Will a very perfectly cut diamond with minimal sloppy workmanship ALWAYS have the hearts and arrow pattern?
The H&A pattern is something that comes with that kind of cuting right?

in order words, its impossible to have a very perfectly cut diamond with no H&A pattern..

Sure.

The traditional H&A pattern relies on a range of parameters in a near-Tolk RB. If you increase or decrease the length of the lower halves you change those patterns significantly...even if the cut precision is "perfect" they become a different kind of symmetrical pattern. If you move to a different make of RB, another faceting style or another shape of diamond and have top cut precision you will see different kinds of patterns.
