This ''Unheated '' ruby has what I think looks like flux material partially healed in a fracture that slightly opens to the surface of the stone
The rest of the stone has natural inclusions like crystals and such but I cannot say for certain whether they are heated or unheated.

Rough guess, heated with flux, however, very difficult to feel certain on that pic.
 
It has a cert from the Tokyo Gem Laboratory -Unheated

I think not too long ago there was some question as to whether a particular TGL memo was forged or something similar when the stone didn't seem to jive with it's TGL memo. The picture is questionable enough (particularly for rubies where treatment runs the gamut) that I would send it to GIA, AGL, SSEF or Gubelin for a second opinion.
