Would it be safe to say that a stone that has an HCA score of under 2 (especially 1-2) would really be a hearts and arrows or am I completely wrong? who comes up with the rating HnA?

no, HCA and H&A are not related.

H&A...different vendors have different criteria, there is a good article that describes it but I cannot find it right now...maybe someone will post it.
 
what would you prefer a better HCA rating or HnA rating. or a 1.9 HCA and HnA?

1.9 HCA is still a good rating -Anything under 2 is good.
 
would you prefer to have a smaller stone (1.38) with good HCA and HnA or a bigger stone (1.5) good HCA but no HNA? Is HnA really the ultimate in precision and perfection? is it truly the best?
 
Depends on your preference, my preference is not the same as yours. And I will need much more info, such as idealscope and H&A images, prices and grading report, before I would suggest my preference.
 
Solomon does not provide any images on their site AFAIK, just grading report.
