Bad deal.

Not cheap to say it's preloved and an EGL stone, thats a touch over a carat.
It's EGL.
Even with the information on the certificate, it's not a well cut diamond. A 44% pavilion is not complementary to a 15% crown height.
It's probably not an F/G or a VS2 if graded by GIA/AGS.
