GIA Diamond Grading Report versus Diamond Dossier

I found a 0.56 carat diamond that came with a diamond grading report (not the dossier). The report was dated on June of 2007.

I thought only a dossier would be avaliable for anything under 1 ct. Are there exceptions? Does anyone know if the 1ct rule is a hard rule or general rule of thumb for GIA?

The Dossier costs a bit less and does not include a clarity plot. It does include a laser inscription.

The full report sometimes is used when the girdle is simply too thin to engrave with a laser or when someone demands a clarity plot.
