Ebay sellers who say "insurance is buyer's choice"

I have noticed a few ebay sellers who give me shipping quotes and tell me that insurance is my option/choice.

This seems funny to me, since ebay tells me that the seller has not completed their end of the deal until I sign for it and it matched the description.

That means that insurance is the *seller's* option, not mine. The seller will be liable in the event of a loss whether I pay for insurance or not.

Do sellers simply not understand how things work? Or am I missing something? I do not think you can pass on liability in the event of a loss -- a seller cannot say "you chose not to pay for insurance so you are SOL". Can they?

You are correct, it is their responsibility to make sure it gets to you so it's their job to purchase insurance if they want to protect their butt. In fact, if it's over $250, the buyer needs to sign for the item to make sure it arrived!
