Does one see fluorescence in a rough as it would be in the cut stone?

Say, does one see fluorescence in a rough the way they would in a cut stone? Meaning do you pick out a fluorescing rough to cut a fluorescing stone from it?

Or does it need to be cut first in order to assess that?

Yes, I would think that you would be able to tell if a diamond has florescence by checking it with a black light in its rough state. I haven''t actually done this, but I see no reason to think differently.
 
A diamond is already fluorescent in its rough state, yes.

You can definitely see the fluorescence in the rough because it is part of its chemical composition. If you like to see one in rough form, check out Gary''s website: www.diamondexpert.com and go to the letter D section to the diamonds.

mining companies use x-ray fluorescence to sort diamond rough from the rubble.
