I have been told to buy a sort of diamond tester that costs around $120-$150, it gives a green light if the diamond is real or something to that extent, am i on the right track and if not what exactly is it and what is it usefull for if it is usefull that is.

I would spend that money on an independent appraisal. That will tell you much more than a green light would, and you can use it to help with the purchase decision, and then for insurance purposes. I also would do some homework on the vendor you are considering buying from so that you have a high degree of confidence that the diamond is real without a gadget.
 
thing is im going to india soon to fill some orders on various stones and .01 carrot diamonds (cent) thousands of them at VS grade h/i coulor and SI grade with H/I shade, im usually the man managing these kind of things but i have decided to go and see how it goes and in India as i hear its not feasinble with such small diamonds to do an appraisal u just get the green light to at least check if it is a diamond not another material. How much do the above mentioned diamonds cost per carrot to sell in the US? i was told they will buy each carrot of VS (100 pieces) at around $150 in the Arabian Gulf countries, is that the ballpark price in the US?

What do you thikn is the best way to check the diamonds based on what im going to do?
