Did my boyfriend find a pearl?

Boyfriend cleans storm drains in very large wealthy communities. He pulled this out of a storm box on the side of the road and he’s convinced it’s a pearl. It’s very smooth, like glass. I don’t think that’s a pearl. It lacks the luster.

Sorry, I don't think it is a pearl. It looks more like white glass, perhaps a game piece, like from Chinese checkers.
If it was a pearl, lost from a piece of jewelry, there would be a small hole drilled into it. And as @JPie says, it has no luster, or pearlessence.
